Pedestrian Struck Near Parkville-Carney Library

The accident occurred Monday evening.

 

A 21-year-old man is in serious condition at the R Adams Cowley Shock Trauma center after he was struck by a vehicle Monday evening.

The accident occurred in the 9500 block of Harford Road, near the Parkville-Carney library, around 6:50 p.m. July 2, Corporal John Wachter, a police spokesman, said.

According to Wachter, the pedestrian was attempting to cross Harford Road in a marked crosswalk. One vehicle stopped to allow the man to pass but another vehicle, a Honda Element, hit him as he crossed the street. 

The man was transported to the R Adams Cowley Shock Trauma center with life threatening injuries, Wachter said. 

An investigation into the crash is ongoing and police have not indicated whether or not the driver of the Honda will face charges. At this time police have not released the victim's identity.

Nobody stops at the crosswalks in Parkville for pedestrians. The Police need to do a better job of enforcing this on Harford Rd.

And everyone thinks they can just go around cars wanting to turn. That is why the county put in a bike lane so that this would stop, but of course, you even see cops going around cars and driving into the bike lanes. You can't expect civilians to do the right thing when the authorities don't. And it's unfortunate that there have been several deaths on Harford Rd with people just trying to cross. Slow the @#$% down people!

People need to be very mindful of other people on the road, whether it be pedestrians, or other drivers. There is a sign with flashing lights on the median strip where the crosswalk is on that block of Harford. This was a completely unnecessary "accident". I hate to even refer to this as an accident. This was absolutely preventable. Just obey the rules of the road...it's that simple!

I stop at every crosswalk that there is a person waiting to cross. Yet hardly ever do the cars going the other direction. Seems like I have to guilt people into stopping before they will. And when I do stop, I am sure to block the road so no one can fly around me. The one at the library always flashes so that's why it was run. The one at the post office only flashes when someone is trying to cross. The bike lanes were NOT put there to keep people from going around other cars that are turning. They are for bikes and cars are only excluded from them when bikes are present. This happened where there is no bike lane. If they really want to control Harford Road better, then put in speed cameras. I have lived 5 houses off Harford my entire life and it is changing for the worse. By 6 I was crossing the street alone. At 9, I don't even like to let my daughter cross WITH ADULTS. And there's a crosswalk at the end of my street. Very sad. I do hope they charge the Honda driver though.

This is unbelievable that a pedestrian is in the crosswalk, with flashing lights and the Honda Element didn't stop. The pedestrian in a crosswalk always has the right of way. What is worst is trying to cross in front of the Parkville post office. It has become so bad, I drive to the Towson post office off Cromwell Bridge Rd. I hope everyone will keep this 21 y/o man in their prayers. I also hope the police ticket drivers that don't stop for people in crosswalks.

I lived on 4th Avenue in Carney Heights for 16 years and never once crossed Harford Road on foot. I agree with the previous post that Baltimore County police need to have a more active presence stopping and ticketing those who exceed the speed limit on this stretch of Harford Road. The policemen run radar on Joppa Road between Harford and Waltham Woods Roads, but there is not nearly as much traffic volume or number of vehicles turning into and out of businesses as there are between Joppa and the bridge over 695. I feel the citizens of the Parkville/Carney area are better served by policing that thoroughfare.

I stopped just the other day to allow a Mom with a stroller cross and lo and behold, a cop coming the other way went right through w/out any hesitation. I don't even think he was paying attention. Maybe there just needs to be a red light there to allow people to cross.
As for going around .... I am guilty of that and no one here can say they aren't. Harford road is very unforgiving when it comes to certain times of day. If people don't go around, traffic can and will be backed up for miles because people don't allow others to make turns. Sometimes it's unavoidable just to keep traffic moving.

DR, Is thst his name ,Richard ? I immediately thought of him too,,,,,,,,,, but then hes not 21 hes a few years older than that. I myself respect any one near a crosswalk amnd I try to be observant and careful in these busy areas..........what makes me a litrl nrevoisu is when people just stand onhe very edge (not in a cross walk) but they arent atempting to cross , any one ever experience that ?

Chelle, you're exactly right. There is also no bike lane on this part of Harford, so going around is truly just changing lanes.

I am one of two people who seen this happen(no it was not Richard) the person who hit him was speeding and no regard for the crosswalk at all,to the person who said something about a red light i think all crosswalks should have them.People don't want to take the two seconds out of there busy day to stop for someone crossing the street.

The Maryland Pedestrian Safety Law requires drivers to stop "at crosswalks and intersections without signals: The driver of a vehicle must stop for a
pedestrian in a marked or unmarked crosswalk when:
• the pedestrian is on the half of the roadway on which the vehicle is traveling.
• the pedestrian is approaching within one lane of the half of the roadway on
which the vehicle is traveling.

The penalty is $65 and one point; if the If violation contributes to a crash the penalty is up to $500 and three points and/or two months in jail."
This driver must be charged.

I agree with the red lite idea. The pedestrian pushes a button which turns the light to red. Then they have a certain amount of time to cross. Hopefully safely.

Since drivers can't stop for a pedestrian in a crosswalk, red lights make sense. I would also consider installing a camera at a pedestrian crossing because people will run the red light. Sad "big brother' has to watch over drivers because they can't obey the law.

I haven't Red dolphin, but the cars alone on that part of Harford are enough to give anyone a heart attack. I usually come off of 695 onto Harford going toward Joppa (at rush hour). Some people pull their cars so far out onto Harford it's ridiculous!! They pay no attention at all to oncoming traffic, or pedestrians. The other day, I actually saw a cab stopped in the middle of Harford, near East Ave. and a man just bolted out into the street and hopped in the cab! The cab was on the side headed toward the city and the man ran from the Oceanic gas station. That whole section of Harford is horrible! Don't even get me started on how awful that light is at Joppa and Avondale! People should really learn not to block an intersection. I've seen some pretty close calls there in the morning!

I know what you mean.did you ever noitce the way harford rd is designed if yo are waitnb foir the lkeft tyurn arow facing north bound harford to go east bound on joppa that the cars coming south bound cars on harford appear to be heading right at you ? unlike any other intersection I know.
Im use to it now it's crazy out there,,,,,, im willing to take alookl at my own driving habits, although as I mentioned in busy area I go slow.( saves fuel too). too slow for the person behind me even if Im going the posted speed. they;re right up on your rear..

Yes! I have noticed that. Another one that kills me is when people who are in that same turn lane you're talking about, stop so far ahead of the white line at the light, the people in the turn lane onto south bound harford from east bound Joppa, have to go into the other turn lane to keep from swiping off their fenders! It's just a horrible area...period. I wonder if anyone knows how the man who got hit is doing??

One of the reasons I got rid of my element. The blind spot. I almost hit 3 people. I could not live with that. 3 strikes it's out.
