It's a Baltimore instinct, but most folks don't know the history and reasoning.
The idea is that you get a big pot and mix the milk, bread, & toilet paper into a smooth slurry. You spread it on the sidewalk ("payment" in Balmorese) and it makes the payment easier to shovel after the storm. Really, Hon!
