BLOG: The Facts

A recent report by Change Maryland, a GOP-led, partisan organization, erroneously makes an outdated claim that the number of millionaire households in Maryland has decreased. A quick look at the numbers reveals the facts:

FACT: Change Maryland is a GOP-led, partisan organization founded by a former Ehrlich appointee, failed congressional candidate and failed would-be candidate for governor.

FACT: The number of millionaire households in Maryland has actually increased 19 percent during the O’Malley-Brown Administration, according to the non-partisan Phoenix Institute. Today, Maryland has the highest percentage of millionaire households in the United States, and our overall share of the United States’ millionaire residents has actually increased since 2006. Lastly, the balance between Virginia and Maryland remains statistically unchanged during that time.

FACT: Governor O’Malley inherited a $1.7-billion structural deficit from an Ehrlich Administration that increased spending by nearly 34 percent over 4 years. In 2007, Governor O’Malley called a Special Session to resolve the inherited structural deficit through a balanced approach of unprecedented cuts to spending and yes, new revenues. The decisive actions taken during the 2007 Special Session—including $550 million in cuts and a penny’s increase on the sales tax—would have eliminated the structural deficit by fiscal year 2012 had our country not been plunged into recession by George W. Bush’s reckless spending and tax cuts that overwhelmingly favor the wealthy.

FACT: According to the highly respected and non-partisan Federal Funds Information for States, Marylanders have the third-lowest state and local tax burden adjusting for income, ahead of only South Dakota and New Hampshire. And, according to the Tax Foundation, when you factor in all of Maryland’s sales tax exemptions, Marylanders pay the ninth-lowest adjusted state and local sales taxes in the nation (including adjustments for zero local sales taxes and exemptions on services, gasoline, groceries and more).

Lastly, the Tax Foundation also finds that Maryland has the eighth-lowest tax burden on mature businesses, Ernst & Young ranks Maryland as having the 12th-lowest tax burden on new investments, and Ernst & Young and COST indicate Maryland businesses pay the second-lowest combined state and local taxes as a share of total state and local tax revenue (only Connecticut is lower).

What a load of horses#$t! Pure propaganda, no more no less. Notice how they continue to blame Erlich & Bush, just like the whitehouse. There is a BIG difference between Income and Wealth. You pay taxes on your income, but many have changed their investment strategy this year to reduce taxes going forward without reducing the actual net income stream — wealth. One's investment income is what always put's you over the top and get's you taxed. Tax rates have gone over the tipping point to where alternate investing pays better — this is the same thing that happened during the Carter years — nothing new. Making comparisons between states with very different resources does not necessarily make sense. Connecticut will continue to benefit significantly from its proximity to NYC, the world’s (still) financial capital, even if it continues to raise its taxes. Maryland is the same with regards to DC. Nevada and New Hampshire don’t enjoy the proximity to NYC or DC, and won’t benefit from millionaires who work in NYC or DC but commute from their homes in bordering states. Making comparisons between these states on the basis of tax rates is probably misleading. A more relevant measure would be to see what happens in a single state, long-term, before and after its tax rates are significantly raised. I highly suspect these data will show a strong correlation between high tax rates, and stagnant rates of growth in millionaire density. Don't believe the liberal spin in this article

Mr. O'Malley: I think when people refer to millionaires, they are really referring to those who make over $1 million in a year since there's a special tax on those folks. Aren't you supposed to be in charge of, you know, the Maryland government? Can't you tell us exactly how the number of millionaires changed based on tax filings? Why are you relying on external organizions like Change Maryland and the Phoenix Insitute to determine the results of your management decisions regarding tax policy?

Both parties are full of crap, and it's sad to see that you're not above the partisan bickering and blame game. Very sad, actually.

Absolutly correct. My prayers for this country continue to be that one day I will be able to vote FOR someone instead of AGAINST their opponent. Unfortunatly this year I will probably vote against Romni because of his positions on women's rights and the EPA. Having lied to me and America by first saying Obama Care was not a tax and then arguing at the Supreme Court level that it was makes Obama, in my opinion, a lieing sack of shit that I hope rots in hell (but still a better choice than Romni).

Everyone needs to believe in a little magic and maintain a little hope given the daily crap we all have to live with. As far as my resume goes:
20+ years with the U.S. Military (thank you for your six - wish you would have seen it through instead of moving on to 'greener' pastures), decorated Viet Nam Veteran, Desert Storm Participant, Honorably Discharged and retired Military Officer, Chief Judge during election time (and I donate my check to charity), expert witness for Circuit and District Courts (also pro-bono), unpaid volunteer (5 hours EVERY week) at a non-profit program for latch-key adolescents in Calvert County, volunteer board member on more than one county commitee, and more.

Now - as an ex-military patriot how about standing up for the rights of those that disagree with you instead of putting them down. Isn't that what you served to protect? Disagree if you must - but do it with reason until reason fails - and then unload.

Ronald - all military service is appreciated. Although not all military actions are not appreciated, you followed orders. Most of those who post on here have given Zero years, six was my limit.

Glad you mention your volunteer work. As one who has give tens of thousands of unpaid volunteer hours over the last 30 years, your need to capitalize "5 hours EVERY week", is noticed, appreciated but if you intended to impress, go have your arm examined as you may have pulled it out of socket reaching for your back. I don't have that need.

Regarding magic and hope, I don't believe in magic, but we all hope for the best.

When you state that our President, and I quote you sir, "makes Obama, in my opinion, a lieing sack of shit that I hope rots in hell", forgetting your typo, you crossed the line and anything said in response to that statement is fair game.

Everyone is entitled to disagree with and voice their opinion. I served to protect their right to speak, as well as my right to free speech. As you may not like my speech, you did serve to protect my speech, no matter how much you may disagree with it.

Regarding my speech towards amdactivist, all reason has failed with her and has failed with her on many topics in the past, thus, as you put it, she deserves unloading upon. She has been a long time troll on the Patch.

The linked study shows we have the highest % based on number of households in each state. We have 7.22% or 157,779 households. Next is Hawaii at 7.21% or 33,461 households, etc. for 2011.

The largest number is in California with 12,487,377 households or 6.01%.

Any new millionaires are getting their palm greased by, or work directly for government. How many gov. workers does MD have in residency compared to other states? It's not the dumb saps in the private sector that are getting ahead. We're working class, and yearn for the days when we were just spinning our wheels in this state instead of one step forward and three steps back.

You've got to be kidding me if you believe that all government workers get paid more than private sector. Yeah, sure, maybe in blue collar type positions when you compare them to what the private sector pays them. When you get to the technical or white collar positions, the private sector makes out way better. I've known quite a few people who have left their "comfy, over paid" government jobs and go private sector. Do you want to know why? It was for the $$. One kid I worked with added nearly 25-30K by going to the private sector.

I listened to Scotty D on WBAL radio with C4. He said he is moving to Florida and buying a million dollar ocean front home for $300,000. His monthly mortgage will be lower than $2500.. He said by MOVING from Md., he will be saving income taxes which amounts to his yearly mortgage payment! So he thanked Gov. O'Malley for giving him the "opportunity" to move to Florida for free by not having to pay higher Md income taxes. I know a number of Md. wealthy people that are snowbirds but they keep their residency in Florida. That is one way to avoid the millionaire income tax in Md.

Please note you'll need a link. All I see are them ranking us 20th and 12th, depending on the metric. Also, in case someone's not currently bothering to read the news, federal tax burden has reached its lowest level in 3 decades. But I'm sure that won't stop uneducated people from whining incessantly as if that's not factually the case (not to say you're one of those people, I have no idea who you are).

A weak economy and fewer jobs is nothing to cheer about.”

Americans in general may be paying less in taxes but as I'm reading this link you posted, some of that is due to unemployment and less income in general. I agree with Ms Dimarob (above) that this is nothing to get terribly excited about.

Also, we're talking about Maryland here….not the rest of the country. The facts do not support any argument other than our taxes and fees have gone up astronomically since O'Malley took office.

Amy, the comment from Ms. Dimarob is as bad as blaming things on Bush and Ehrlich. If the economy had been going along swimmingly with no problems and then people had started to loose jobs and income, then they might be able to make statements like that. However, I believe the decline started BEFORE Obama was voted into office. If I remember correctly, both he and McCain had to stop campaigning and go back to Washington to weigh in on the first bail out.

Why is it that after the major economic disaster that happened, people think that we should have been able to pull out of it in a couple years? How fast can you stop and reverse the course of a speeding freight train? We probably could have pulled out of it quicker if the government would have put some really austere measures into place but then you would have seen a lot of people complaining and other problems occurring.

I think O'Malley is arguing that the economy is good in Maryland, which creates millionaires or at least wealth. When a state can create a climate that provides wealth for its citizens it also has the obligation to raise taxes, so that its citizens are safe (more police), those citizens children can get a good education (more or better teachers) and those citizens can get to work with ease (better roads and public transportion). One day this country will understand that taxes aren't a dirty word.

I hate to break it to you O'Malley haters (I'm not a big fan of his, but facts are facts), but his FACTS are fairly accurate.

FACT 1 - completely accurate.

FACT 2 - The Phoenix Institute is certainly no more partisan, then Change Maryland. I won't go so far as to agree with O'Malley that it's "non-partisan", but if nothing else, the data being spit out on both sides effectively cancel each other out.

FACT 3 - I can't verify the structural deficit part, but he's absoltuely right about Ehrlich's spending. You neo-cons seem to think O'Malley is this prodigious spender when the actual truth is, Ehrlich spent MORE during his term. Look it up in the budget folks. I only learned of this fact about a month ago, and it completely blindsided me.

FACT 4 - He's cherry picking statistics here, so it may be somewhat factual, but it doesn't tell the total picture and as such, I rate as 'half fact'.

Ehrlich actually didn't spend more in raw numbers then O'Malley. However, he absolutely did spend more money over his four years from a starting point point to end point, converted to a % of spending increase over that time, then O'Malley did over his first four.

I'm slightly buzzed, and hope I worded this adequately.

tim.. they are fabricated by omalley. As a many year democrat I've now learned not to listen to their lies but research what they've done. He's a liar .. A few years ago he quoted "lies win elections".. He promised no more taxes last campaign and he hasn't stopped. In March md lost more then 6000 jobs more then any other state in the country. He also lost more then 6000 business's the past couple years when he imposed a 6.8% corporate tax on our employers. Too many permits/taxes/fees/red tape and they are leaving or out of business.

USA, taxes might be a dirty word but they are a necessary evil. Without them, many of the services that we enjoy would go away and then who would provide necessary services like police, fire, etc... I don't agree with all the uses of my tax dollars but that is the bad that goes with the good.

NY merchants could not distinguish between the tactics and the effect of the Genovese or Gambini crime families extorting their hard-earned wages and depriving them of property and liberty - just as it is hard to distinguish between a Democrat or Republican. They are all politicians and behave just as an Organized Crime Family. We the hard-working, law-abiding citizens are caught in the middle of their "Gang Warfare" and we play right into it. Until we recognize that we are a large part of the problem - settling for mediocre candidates - believing that the lesser of two evils is the better option - we are going to get more of the same. Character does count and we need to ensure our elected officials ABIDE by their Oaths and uphold the Supreme Law of the Land - the Constiution at the Federal and State level. What is the purpose of government - to protect and defend us from evildoers? What do we do when the evildoers are our government officials?

What do you mean? Who's wrong/not wrong about what?

That transportation/infrastructure category made me laugh out loud. #43? What on earth could be the metrics they use? We have a solid state commuter bus and rail (MARC) lines. 100+ local bus lines in MoCo/PG/Balt., multiple heavy rail lines and light rail lines and a number of very well used highways through the state. Yet we're at the bottom and states in the middle of nowhere with minimal infrastructure investment are at the top. Um, yeah, right.

Ditto for "quality of life" - North Dakota, South Dakota, Wyoming, and Utah are in the top 10. Umm.... If your life's goal is to drive 35 miles to hang out at an Applebees, then yeah, that makes sense.

I could go on and on, every category I check is nonsensical. George and Arizona have the top "workforce"? Huh? The metric is based in large part on "the numbers of available workers" - so their high unemployment is counted as a positive. Whoever made these lists up was a complete doofus.

So Jag - how is it you know so much more than CNBC? Just wondering....if I needed to take a bus to work, I'd need a cab to get to a stop and then transfer at least twice and catch a cab from the last stop to the office. Our light rail is a line - literally a line from Cockeysville to Baltimore. Our highways are a joke - we have some of the longest commuter times in the country - obviously you don't use 95 or 695 during am or pm rush hour.

I have family in North Dakota and Utah and they LOVE it - clean air, no traffic, good jobs, good schools.....

JD1, I don't know more than CNBC, I just know that all those dumb rankings that vary from outlet to outlet twist facts to say whatever they want. Are you seriously blind enough to not see how dumb their rankings are (not to mention it has nothing to do with anything that's been said in this article)?

South Dakota has a good transportation/infrastructure rating because there are 7 people who live there? Georgia has a good "workforce" rating because it has a ton of unemployable people? It counts high cost of living as a NEGATIVE indicator? Hahah, yeah, that makes sense. DC/NoVa/MoCo being filled with wealthy, well educated people buying nice houses is such a negative, especially compared to highly ranked Arkansas where you can buy a house for 100K because every-other person is working some non-skilled minimum wage job. That's really business friendly...for McDonald's franchises.

1.You cannot legislate the poor into prosperity, but legislating the wealth out of properity.
2. what one person received without working for, another person must work for without receiving.
3. The state governement cannot give to anybody anything that the state government does not first take from somebody else.
4. You cannot multiply wealth by diving it.
5. When half of the people get the idea that they do not have to work because the other half is going to take care of them; the other half gets the idea that it does not good to work because somebody else is going to get what they work for. This is the beginning of the end of any economy.

Steve, the numbers in the link you posted don't make sense to me. It is clearly stated that the national debt increased from $10 trillion to $15 trillion under Obama, but then says annuallized spending increased the least under Obama. Unless I'm missing something obvious that makes zero sense. Maybe the other presidents spent more but at least funded their spending? Whereas Obama is borrowing and spending? That's the only narrative I can think of that fits the fact pattern.

If our government can stop EVERY SINGLE person entering EVERY SINGLE border crossing along the southern border, which they do, they should also have that obligation 10 miles into the interior, and 20 miles and 1000 miles.

Notice the liberals NEVER distinguish between legal and illegal aliens. If they ever do they will have no argument left. They do it to divide and impugn the worst motives to others with little or no evidence of it.

this is Bob Ehrlich and if Voter Fraud wasn't in play Ehrlich would of kicked his @#$.. Yes voter fraud. Recently we checked 7200 voters on the rolls in one county.. out of 7200 voters we found over 5000 with discrepencies and many voted. Many were deceased. Many had several VR =Voter registration numbers allowing one person to vote several times. Many were registed on vacant lots. As many as 22 people living in one 2 bedroom/no bsmt townhouse while some of their tags registered in other states. In annapolis this year the photo id for voting was again voted down by omalley's honcho's..Why not show a photo id to vote? Because many of them would not be re-elected if it weren't for voter fraud..
