Marks Withdraws Reservoir Cycling Bill

A bill that some cycling enthusiasts hoped would open Loch Raven Reservoir to mountain bikers will not be voted on tonight by the Baltimore County Council.
The bill, sponsored by Councilman David Marks, would have allowed hiking and biking specifically in the city-owned reservoir outside Towson.
Last week, Marks told nearly three-dozen cycling enthusiasts that there were concerns that the bill would be unenforceable. Nearly 100 supporters attended the May 1 work session—so many that the council was forced to move it's meeting from its conference room to the legislative chambers.
"If the bill came to a vote, I don't think I have the support to pass it," Marks, a Perry Hall Republican, wrote in an email response. "I've talked with the leaders of the mountain biking community, and they believe our efforts have put the responsibility squarely with the City Council to deal with what is the city's property."

Too bad about the Biking-Hiking Bill. What the area needs is real, marked, Biking and Hiking Trails. How many close calls on Cromwell Bridge Road will it take before tradgedy strikes between a motor vehicle and a bicyclist? I drive that route regularly with eyes wide open for those bikers, especially on the weekends. Give it another shot, Mr. Marks, and get Baltimore City involved. It might take a little 'widening' of the roads there to create a Bike Path though.

What I don't understand is that for all the years I worked that area the county police enforced the laws in that Loch Raven Reservoir. It made sense. The city wasn't going to send a patrol vehicle out there.
This is sort of like the county's agreement with MSP and the interstates. The MSP takes care of those highways and calls the county when needed while the county takes care of everything else.
Did anybody check on what the arrangements were between the city and county?
Many years ago we had huge problems with the place being a hang out. Never once saw the city out there. We took care of the issues.

Hey Buzz! Back in the 60's, we made one trip per night and covered the area of the Loch Raven Dam's (Lovers Lane). We were out of N.E. District, B.C.P.D., and we never made any other patrols unless a Complaint was generated. I was checked for a fishing permit by Balto. City, who rolled-up in a fast boat near the Boat Ramp area of Liberty Dam. ' couldn't believe they ran a Gasoline Powered Boat on that Reservoir!. That was over 10 years ago. What their doing now, I do not know. Never see them around anymore.

See Laws of Maryland Chapter 214 Article IV dated March 31, 1908 for the Maryland General Assembly's permission to Baltimore City to condemn and buy privately owned land in Baltimore County for the purpose of building a water supply. This law details the responsibilities or duties of the City and County. It was only recently when the City reestablished police protection on the 3 reservoirs. No recreation is permitted under this law.
