Councilman Marks Announces Appointment to Disabilities Commission

I am pleased to announce the appointment of Perry Hall resident Kathy Schwabeland to the Baltimore County Commission on Disabilities. A former special education teacher, Ms. Schwabeland works for pepnet2, which improves postsecondary outcomes for individuals who are deaf or hard of hearing

Ms. Schwabeland worked previously for the Maryland Department of Education's Division of Rehabilitation Services. Among other accomplishments, she has extensive experience in designing deaf curriculum; created a "Deaf Etiquette in the Workplace” training program for employers and other service agencies to address accommodating deaf or hard of hearing individuals in the workplace; and developed and directed a deaf summer youth program.

Ms. Schwabeland holds a Master of Arts in Rehabilitation Counseling from Gallaudet University and a Bachelor of Science in Psychology from Towson State University.

Ms. Schwabeland has a distinguished record of working to empower and educate deaf individuals, and I know she will be an outstanding member of this Commission.
