Councilman Marks Seeks Second Term, Citing New Parks, School Improvements, Growth Limits

I am honored to announce that I will seek a second term on the Baltimore County Council representing Carney, Perry Hall, and Kingsville.

Over the past three years, I’ve reached across the partisan divide to improve our communities.   We’ve secured funding to build three new parks, fix the failing intersection at Harford and Joppa Roads, and resurface important routes like Chapel Road, Snyder Lane, and Forge Road.  At the same time, I’ve not been afraid to be an independent voice, opposing bad development and harmful tax increases.

We downzoned more than 400 acres of land to limit growth, including 260 acres in Perry Hall.   This downzoning will lighten development and lower school overcrowding, and has already blocked at least one housing project from being built off Silver Spring Road.  Most of the developments now being built in northeastern Baltimore County were approved prior to my election.

We created two conservation areas that protected an additional 38 acres of land.  One conservation area is west of Seven Courts Drive and another stretches from East Joppa Road to White Marsh Mall.

We helped add 11 acres to Honeygo Park near the Maryland State Fish and Game Protection Association. 

We helped secure funding to complete the long-delayed Gough Park east of Honeygo Boulevard and build a dog park at Honeygo Park, and we are building a new park off Loch Raven Boulevard at no cost to taxpayers.

Our office spearheaded the creation of the Northeast Trail at Indian Rock Park  near Perry Hall High School and supported new sidewalks along Honeygo Boulevard.

We obtained funding to resurface more than 20 miles of roads in the Fifth District, including Bangert Avenue, Snyder Lane, and Chapel, Forge, Hines, and East Joppa Roads, and we secured funding to fix the congested intersection at Harford and Joppa Roads.

We helped secure air conditioning for Seven Oaks Elementary School.

We created a Perry Hall commercial revitalization district to help businesses in Downtown Perry Hall, helping to cut the vacancy rate at the Perry Hall Square Shopping Center in half, and we created a committee to beautify the area near Perry Hall Elementary School.

We secured private money to support community projects such as improvements to the Perry Hall High School athletic complex and the Perry Hall Mansion.

These accomplishments involved working with my colleagues, the County Executive, and state legislators of different political parties.   I am proud of this bipartisan record—but also the times when I have said “no” to bad legislation and higher taxes.

Thank you to the citizens of the Fifth District with whom I have worked over the past three years, especially those community leaders who tirelessly advocate for the needs of northeastern Baltimore County.
