Cross walk on Harford Rd.

There is a cross walk with a blinking light on Harford Road where the Post Office is.  The light blinks to oncoming traffic so that they will stop and let the walker cross Haford Road.  Problem is that the pedestrian can not tell when the light is blinking.  There is no sound or other indication that the traffic should stop (which they typically don't).  Is there someone to contact concerning this?
